The Minister of Development, Alexandru Stoica, issued an order clarifying the legal status of balconies closed without authorization, stating that the state cannot impose fines for balconies closed over three years ago. He emphasized that the law punishes illegal constructions, not the balcony windows themselves, and that the increased taxes apply only to buildings constructed entirely without permits. The new urbanism code allows a one-year transition period for legalizing unauthorized constructions, and regularization requests can be made anytime, not just before the deadline in August 2027.
