The Minister of Development, Alexandru Stoica, announced new guidelines regarding closed balconies without construction permits, clarifying tax implications for homeowners. Owners who closed balconies over three years ago will not face increased taxes and do not need permits. For closures after 2023, a notification to the local authority is required. The tax increase applies only to buildings constructed entirely without permits, not minor modifications. Stoica emphasized that homeowners can declare the age of their balcony closures, and local authorities will assist in legalizing recent closures. Additionally, Stoica signed another order to involve local authorities and architects in urban planning discussions.
