This section, built by China Civil Engineering Construction Corporation, spans 8.6 kilometers between Afumați and Pantelimon. Despite previous setbacks, the completion is now anticipated between October 20-31, contingent on decisions from CNAIR officials. The project faced a nine-month delay, with costs amounting to 397.99 million lei. The opening of Lot 3 will also facilitate traffic on Lot 4, which is nearing completion and connects Cernica to Pantelimon.
