He emphasized the need for ELCEN to be transferred under the city's control to unify production and distribution. Ciucu expressed concerns about potential failures in the heating network this winter, particularly in areas where pipes have not been replaced. He assured that heating prices will remain stable for the upcoming winter, pending an evaluation next year. Regarding ongoing construction projects, he acknowledged delays but justified the urgency of the work to avoid losing European funding.
