It includes measures to limit petroleum product exports and reduce biofuel content in fuels. The proposed measures will last for three months, with potential extensions, and will be adjusted bi-weekly based on market prices. The dynamic excise tax system allows for flexible adjustments to maintain stable fuel prices.
