The focus will shift from the lowest price to a quality-price ratio, with quality criteria accounting for at least 30% of the evaluation. The reform aims to provide more flexibility for negotiations and innovative solutions while addressing cybersecurity and supply chain dependencies. Estimated annual administrative savings are around 650 million euros, benefiting participating companies. The proposal requires negotiation and approval before implementation.
