The EU has removed Panama and Vietnam from its tax haven blacklist due to their progress in fiscal governance. This decision was made by EU finance ministers during a meeting in Luxembourg. Panama was added to the list in 2020, while Vietnam joined in February 2026. The blacklist aims to combat tax evasion by multinational corporations and wealthy individuals. Currently, eight jurisdictions remain on the list, including American Samoa and Russia, which do not comply with international tax standards.
