Despite a decrease in illegal crossings, recent events have tested member states' capacities. The plan emphasizes cooperation with partner countries, strengthening border frameworks, and enhancing Frontex's role. It also aims to dismantle smuggling networks and improve the return system for third-country nationals. The proposal will be discussed at the upcoming Justice and Home Affairs Council meeting.
