American billionaire Todd Boehly has secured support from the U.S. government and Gulf investors for his bid to acquire Lukoil's international operations, despite Carlyle's prior agreement to purchase the assets. Boehly is collaborating with Sheikh Tahnoon bin Zayed al-Nahyan's International Holding Company and expects to lead the consortium. The U.S. International Development Finance Corporation is anticipated to take a 10-20% stake and control the board alongside Boehly. The Al-Khayyat family will hold a smaller stake. Lukoil had previously agreed to sell most of its foreign assets to Carlyle, pending final approval from the Trump administration. Lukoil operates refineries in Bulgaria and Romania and has over 800 distribution stations in Southeast Europe. OFAC has extended licenses allowing negotiations for Lukoil's international activities.
