Reports indicate that Russia recruits local operatives for these attacks, often paying them in cryptocurrencies. The EU has previously expanded its terrorist list to include state entities, indicating a shift in its approach. If GRU is added, it would freeze its assets in the EU and prohibit financial support from EU operators. Unanimity in the EU Council and a national authority's decision are required for this inclusion.
