Romania has lost hundreds of millions of euros from the PNRR due to delays in completing two highways, A7 and A1, managed by Dorin Umbrărescu. The contractor is overwhelmed with 15-20 simultaneous projects, leading to missed deadlines. Although the projects are not abandoned, funding will shift from European sources to the national budget. The Ministry of Transport has negotiated with the European Commission to secure payments for completed work, despite the overall projects not being finished on time. As of the end of the PNRR, the construction progress was around 80%, with completion expected by November 2025.
