Turkey has proposed a memorandum to Russia and Ukraine aimed at ensuring the safety of civilian navigation in the Black Sea amid increasing attacks on commercial vessels. This initiative follows a rise in Russian assaults on ships, particularly affecting Turkish-owned vessels. The proposal draws inspiration from the Black Sea Grain Initiative, which facilitated Ukrainian agricultural exports but was abandoned by Russia in July 2023. Turkish President Erdoğan emphasized the need to address these maritime security issues to protect civilian safety and commercial activities. Meanwhile, Russia's Deputy Foreign Minister expressed skepticism about reviving the grain agreement.
