Turkey has proposed a memorandum to Russia and Ukraine to address attacks on commercial ships in the Black Sea. A Turkish diplomatic source confirmed that a preliminary agreement was sent to both parties to seek a resolution. Earlier, Turkey called for a moratorium on attacks amid rising tensions. Russia's Foreign Minister Lavrov stated that monitoring such an initiative would be impossible. Recently, Ukraine accused Russia of attacking a Tanzanian-flagged vessel, resulting in casualties. Both countries have intensified drone attacks on maritime traffic, aiming to disrupt each other's exports and economies.
