During the meeting, German Finance Minister Lars Klingbeil urged Siluanov to end the war, refusing to participate in a group photo with him. Ultimately, the group photo was taken without the Russian delegation due to protests from European officials. Siluanov and the Deputy Governor of the Bank of Russia were invited to represent Russia at the finance ministers' meetings held alongside the annual IMF and World Bank gatherings.
