Heavy goods vehicles over 3.5 tons will transition from the current vignette system to a distance-based toll system called TollRo, effective from October 1, 2026. The necessary infrastructure must be implemented by August 31, 2026, as mandated by Law no. 170/2026. TollRo will charge based on distance traveled, with rates varying by vehicle weight and pollution standards. The system will apply to national roads, expressways, and highways, excluding urban areas. Payment can be made through contracts with authorized providers, electronic tickets, or a mobile app. Compliance will be monitored via road cameras and traffic checks.
