A recent study by Oxford Economics highlights a strong correlation between cigarette taxes and the illicit tobacco market. In Romania, illicit tobacco trade reached a record 13.9% of the market. The report indicates that high taxes, averaging over 75% of legal cigarette prices, drive consumers to cheaper illegal alternatives. This trend results in significant revenue losses for governments, with Romania losing around 500 million euros annually due to illicit trade. The study emphasizes the need for balanced fiscal policies and strict law enforcement to combat the growing illicit market. It warns that once established, the illicit market becomes difficult to reduce, impacting public safety and tax revenues.
