The Romanian Confederation of Authorized Operators and Transporters (COTAR) is requesting a delay in penalties for the non-payment of the TollRo fee, which is set to start on October 1, 2026, due to the non-functionality of the electronic system. COTAR argues that the current system is not ready for implementation, as the testing phase has not been completed. They propose a temporary suspension of the fixed fee until the system is operational, citing similar measures taken in other countries like the Netherlands. The organization emphasizes that transporters should not be penalized for obligations they cannot fulfill due to system deficiencies. COTAR is urging the Parliament to expedite the legislative process to protect transporters from fines during this transitional period.
