A second U.S. federal judge has temporarily blocked a $100,000 fee imposed by the Trump administration for new H-1B visas for skilled foreign workers. This decision follows a previous suspension by a Boston federal court. Judge Haywood Gilliam ruled that the USCIS and State Department did not follow necessary procedures before implementing the fee. The ruling is not a final resolution of the dispute over the H-1B visa fee, which had been previously suspended in June. The Department of Homeland Security is also pursuing a permanent fee of approximately $103,000. The current legal challenges focus on the president's authority to unilaterally impose such a fee. The H-1B program allows U.S. companies to hire foreign workers in specialized fields, with annual approvals for 65,000 visas plus an additional 20,000 for advanced degree holders.
