Uruguay's foreign minister noted that while Argentina, Brazil, and Uruguay are nearing agreement, Paraguay's stance remains distant. Without defined quotas, a 'first come, first served' principle will apply. Another meeting is scheduled in 45 to 60 days to seek consensus.
