The Global Citizen Solutions report evaluates 48 jurisdictions based on tax levels, system structure, and residency or citizenship options through investment. Malta and Cyprus excel due to special tax regimes rather than low standard rates, scoring 82 points for tax levels. Germany's poor ranking stems from its taxing residents on global income and other burdensome taxes. The report highlights that favorable tax conditions do not always correlate with a high quality of life, as seen in comparisons with the Global Passport Index.
