In Harghita, only 14 apprenticeship contracts were active in August 2026, reflecting employers' reluctance to utilize the subsidized program. The AJOFM reported that 10 contracts were signed this year, covering various professions. The program, established under Law 279/2005, offers financial support to employers for training apprentices. However, interest in these subsidies is lower compared to other employment programs due to complex procedures and a limited number of authorized training providers. Additionally, outdated occupational standards and the requirement for employers to appoint qualified coordinators pose further challenges. Apprentices must be registered job seekers and pass a qualification exam at the end of their training, but employers are not obligated to retain them afterward.
