Romania's leadership has not effectively capitalized on its membership in regional organizations to propose a strategic link between the Black Sea and Arctic, which could strengthen its geopolitical relevance. Popescu suggests that Romania could have initiated diplomatic channels and a new regional format to enhance its influence in European negotiations.
