In 2025, Romania's healthcare spending reached 127.98 billion lei, accounting for 6.68% of GDP, yet over a quarter of costs are still borne directly by citizens. The study reveals that nearly half of direct payments were for medications, with a significant portion also for outpatient services. Public funding increased by 29% from 2023, but Romania still lags behind the EU average of 10% of GDP. Contributions from health insurance surpassed half of total expenditures for the first time. The report emphasizes the need for more efficient use of healthcare funds and better access to services, highlighting the reliance on direct payments which can limit access based on income. Recommendations include expanding voluntary insurance and reducing personal contributions for medications. The study also notes a rise in the number of uninsured individuals and suggests implementing universal mandatory insurance to improve coverage.
