EU member states have reached an agreement to retain excess pollution certificates in the emissions trading system to prevent sudden carbon price increases. This plan, proposed by the European Commission, aims to address rising fuel prices due to the conflict in Iran. The ETS, established in 2005, requires power plants and industries to buy pollution certificates to cover their CO2 emissions. The agreed changes respond to requests from countries like Poland and Italy to limit ETS's impact on electricity prices. The market stability reserve will now hold excess CO2 certificates instead of canceling them, with no cancellations until 2030. EU states will negotiate final rules with the European Parliament before implementation.
