This phenomenon occurs due to different calculation bases for each rate. The youth employment rate has been declining steadily, indicating a persistent issue. Additionally, there is a significant disparity in unemployment rates between urban and rural areas, with rural areas experiencing much higher rates. Regions like Teleorman and Mehedinți have the highest unemployment, while Ilfov and Bucharest report the lowest rates.
