The implementation of Romania's Electronic Road Tariff System (STRR) and digital tolling (TollRo) may face significant operational challenges by October 1, 2026. Despite existing regulations mandating new road tariffs and the removal of the Cernavodă bridge toll, the necessary infrastructure has not been adequately received. CNAIR has warned that without urgent legislative intervention, the transport market could face severe administrative issues. The software for the toll system has not passed quality evaluation, and a public pilot session is currently underway. CNAIR has requested an extension of the toll implementation deadline to April 1, 2027, but has yet to receive a response from the Ministry of Transport. The current interim government lacks legislative powers, placing the responsibility on Parliament to address the situation. New rovinieta tariffs have been published, with varying costs based on vehicle emissions and usage duration.
