The report highlights the use of undercover operatives and media agencies by Russian intelligence. It notes an increased potential for sabotage by so-called 'lone agents' and attributes various cyber activities and critical infrastructure threats to Russian involvement. Additionally, Chinese intelligence services are also implicated in espionage activities against the Bundeswehr, particularly targeting soldiers with connections to Chinese citizens.
