The Romanian Senate has adopted the Urbanism Code, a reform included in the PNRR aimed at simplifying construction procedures and securing €972 million in EU funds. This new legislation consolidates 21 existing laws into one, enhancing efficiency and reducing bureaucracy in urban planning and construction. Key changes include the complete digitalization of the permitting process, significantly shorter approval times for construction permits, and new obligations for developers to contribute to local infrastructure. The law also maintains existing protections for green spaces and aims to accelerate public investments by removing administrative barriers.
