The new Territorial Planning, Urbanism, and Construction Code was adopted by the Romanian Parliament, simplifying construction procedures and reducing bureaucracy. This reform is crucial for meeting a milestone in the National Recovery and Resilience Plan (PNRR), preventing the loss of significant EU funds. The code consolidates 21 existing laws into one, introduces a digital platform for urbanism processes, and shortens approval times for construction permits. It also mandates financial contributions from large residential developers for local infrastructure and maintains existing green space protections. The new regulations will take effect 15 days after promulgation.
