The FSB has charged Telegram founder Pavel Durov with facilitating terrorist activities for Ukraine, issuing an international arrest warrant against him. The accusations claim that Telegram failed to remove content used by Ukrainian special services for sabotage and terrorism. Durov has not commented on the allegations, while Telegram claims over 1 billion users. Russia has attempted to restrict Telegram's use, promoting its own messaging service. Durov, who holds passports from the UAE and France, previously founded VKontakte before selling his stake under pressure from Russian authorities. French authorities are also investigating Durov for insufficient cooperation with law enforcement regarding criminal activities on Telegram.
