Mihail Zvinciuk, head of the Russian military blog Rybar, was arrested in Montenegro amid concerns of destabilization attempts. He was detained with his wife and three other Russians in Risan, accused of spreading Russian influence. Rybar claims they were legally filming in the country. Montenegro's Prime Minister confirmed the arrests, citing serious indications of hybrid warfare threats. The country has tense relations with Russia, having accused it of a coup attempt in 2016 and imposed sanctions due to the Ukraine war. Following the arrests, Russia's Dmitri Medvedev suggested potential retaliatory actions against European and American citizens.
