He noted a fourfold increase in state actor threats over the past decade, allocating more resources to counter these threats than during the Cold War. McCallum labeled Russia as the 'number one aggressor' and highlighted its use of tactics bordering on conventional conflict. He also mentioned over 50 arrests related to Iranian operations this year, indicating a shift in Iran's ambitions. Additionally, he expressed concerns about the misuse of artificial intelligence by terrorists to develop biological weapons.
