In 2025, 28 out of 42 veterinary and food safety directorates in Romania lacked permanent leadership, primarily due to pandemic-related delays and budget deficits. However, this issue has persisted for years, with many directors appointed temporarily without competitive exams. The number of directorates without a permanent head increased from 23 in 2021 to 28 by 2025. Legal provisions limit temporary appointments to six months, yet many directors have remained in their roles for years without formal selection processes. This situation raises concerns about legality and dependency on appointing authorities, as interim directors often serve extended terms without proper oversight.
