The Ministry of Health's draft includes mandatory medical evaluations for all applicants, with specific visual acuity requirements. Drivers losing vision in one eye will face a six-month driving ban, while professional drivers will have even stricter standards. Individuals with severe mental disorders will be barred from obtaining or renewing licenses unless they receive a favorable medical opinion. Additionally, those with alcohol or drug dependencies will not be eligible for licenses, and past offenders must demonstrate abstinence and undergo monitoring. These changes are pending public consultation and official approval.
