Approximately 17-22% of EU households exceed this threshold, with Eastern and Southeastern Europe experiencing the highest rates. Energy poverty is not just about income but also involves housing quality and regional inequalities. The EU must address this as a structural problem, focusing on energy efficiency and social protection. Without action, the risk of poverty may rise to 25%, leading to increased political fragmentation and social tensions.
