Romania has launched a unique public debt financing campaign, offering blood donors a 7% interest rate on government bonds. This initiative, known as "blood for bonds," aims to address both the chronic blood shortage and the substantial budget deficit. Since early 2025, around 2.8 billion lei has been raised from individual investors. Similar creative financing methods are being explored globally as public debt rises. The program has attracted significant participation, covering nearly 20% of the government's borrowing needs. While some experts question the long-term impact, Romanian officials argue the social benefits justify the costs.
