Although the offenses occurred in 2012-2013, the case reached court only in 2021 and faced significant delays. The judge noted that the statute of limitations had expired, preventing any potential conviction. The case involved falsified documents that misrepresented initial court requests, allowing car owners to bypass waiting periods. Other clerks are also under investigation for similar offenses related to rapid car registrations without tax payments.
