This decision comes as the country's budget deficit is projected to rise significantly due to high spending related to the Ukraine war and reduced revenues from Western sanctions and energy price volatility. The federal budget deficit for the first half of the year reached approximately 5.73 trillion rubles, with total estimated expenditures for the year increased to 45.11 trillion rubles. The suspension aims to prevent additional pressure on financing costs and the bond market, although it remains unclear how the Kremlin will address the growing budget deficit.
