In 2025, only 23% of young Romanians aged 25-34 had higher education, the lowest rate in the EU. Romania has not surpassed the EU average from 20 years ago, which was 27.2%. The country started with 13.5% in 2005, showing minimal progress of 9.5 percentage points over two decades, ranking second lowest in Europe. Meanwhile, the EU average increased by 17.6 points to 44.8%. Countries like Malta and the Czech Republic, which had similar starting points, have significantly improved their education rates. This low percentage of graduates highlights broader structural challenges in Romania's education system, impacting workforce competitiveness and EU educational goals for 2030.
