Romania is the only EU country to reduce its research and development budget per capita over the last decade, according to Eurostat. While EU member states allocated approximately €130.2 billion for research in 2025, Romania's funding decreased from €20.8 in 2015 to €18.8 in 2025, marking a 9.6% decline. In contrast, Bulgaria saw the highest increase in funding, rising from €15.5 to €92.3 per capita. Overall, EU funding for research has increased by 60.5% since 2015, with Luxembourg, Denmark, and Germany leading in allocations.
