Romania is the only EU member state to reduce public R&D investments per capita over the last decade, while Bulgaria saw the highest increase. In 2025, EU governments allocated approximately €130.2 billion for R&D, a 60.5% increase since 2015. Romania's funding dropped from €20.8 to €18.8 per capita, marking a 9.6% decline. In contrast, Bulgaria's investments surged by 495.5%. The EU average for R&D funding is €288 per capita, with Luxembourg leading at €917.2.
