Romania is set to complete only 175 km of highway by 2026, falling short of the promised 275 km due to delays primarily on the A7 Bacău-Pașcani segment. The construction group Umbrărescu has taken on too many contracts without expanding its capacity, leading to significant delays. The National Company for Road Infrastructure (CNAIR) has opted to extend deadlines instead of imposing penalties, which has removed incentives for faster completion. Other projects, including A3 and Galați-Brăila, are also facing delays, raising concerns about the management of infrastructure contracts and the absorption of European funds.
