Investments in research and development are now essential for companies to remain competitive in a rapidly changing market. Romanian firms face significant challenges due to low innovation rates and public funding for R&D, which is among the lowest in the EU. Only 8.8% of Romanian companies were involved in innovation activities in 2022, compared to over 51% in the EU. The government has introduced various fiscal incentives to encourage R&D, including a 50% additional deduction for eligible expenses and a new 10% tax credit starting in 2026. The TechUp Romania program aims to support innovative companies with a budget of 5.3 billion lei from 2026 to 2032, focusing on high-potential sectors like AI, biotechnology, and green energy. Companies must clearly define their projects and maintain separate records for R&D and production activities to qualify for funding.
