Romania has the highest NEET rate in the EU for young people aged 15-29, reaching 19.2% in 2025, according to Eurostat data. This rate is significantly above the EU average of 11%. The report highlights the risks of youth being disconnected from education and the labor market. The EU aims to reduce the NEET rate to 9% by 2030, with several countries already achieving this goal. In 2025, Romania, Bulgaria, and Greece had the highest NEET rates, while the Netherlands, Sweden, and Slovenia reported the lowest.
