Romania is the only EU country to reduce its research and development budget per capita over the last decade, while Bulgaria saw the highest increase. In 2025, EU member states allocated approximately €130.2 billion for research and development, marking a 60.5% increase since 2015. Romania's funding dropped from €20.8 in 2015 to €18.8 in 2025, a decrease of 9.6%. In contrast, Bulgaria's funding surged by 495.5%. Overall, 37.3% of EU research funds were directed towards general knowledge development.
