An investigation revealed that an illicit Iranian gambling network used a Dubai-based unlicensed cryptocurrency exchange, Shelbit, to move at least $4 billion. The exchange processed funds linked to Iranian institutions under sanctions and interacted with the Iranian central bank. Shelbit facilitated significant transactions to Binance, the world's largest cryptocurrency exchange, and was connected to a network of over 2,000 gambling sites. Despite regulatory actions against it, Shelbit's operations continued until it ceased activities. The founder and related parties have not responded to inquiries.
