Starting September 15, 2026, Romanian courts will implement a new case management procedure based on their processing capacity. This system, known as "norming," determines how many new cases can be assigned to judges based on their actual workload. Cases exceeding this capacity will be placed in a waiting list and assigned later in chronological order, while urgent cases will be prioritized. The Council of the Judiciary has set annual processing limits for judges at different court levels. A transitional period will allow for increased capacity calculations in the first two years. The new system aims to improve transparency and efficiency in the judicial process, addressing the backlog of cases and the shortage of judges.
