He stated that construction cannot proceed until this issue is resolved. The current situation at Cernavodă is critical, with Unit 1 already offline and Unit 2 facing potential shutdown. Ivan highlighted the importance of ensuring a long-term water supply for both the modernization of Unit 1 and the new reactors, with investments estimated at nearly $10 billion. Proposed solutions include upgrading water intake systems and creating new cooling basins to secure water reserves during critical periods.
