The EU aimed to negotiate a cap of 15% on these exports during the visit of European Commissioner Maros Sefcovic to Beijing. However, Chinese officials informed EU member states of their refusal. The European Commission is considering a temporary trade defense measure that would allow limited exports while imposing high tariffs on the rest. The EU's goal is to reach an agreement that avoids retaliation from China, but failure to resolve the hybrid vehicle issue could lead to significant trade conflict. This visit follows a letter from French President Emmanuel Macron and German Chancellor Friedrich Merz urging the EU to adopt new protective measures against unfair trade practices, particularly from China.
