Small and medium enterprises (SMEs) in Romania show the fastest revenue growth in Central and Eastern Europe, with nearly a quarter of their turnover from expanding companies. However, over 90% of Romanian firms cite legislative instability as a major issue, the highest in the region. Despite being the country with the most new businesses, Romania ranks low in value added per capita among SMEs. Fear of failure remains a significant barrier to entrepreneurship, with 49% of potential entrepreneurs feeling discouraged. The report highlights that while Romania has a high number of new companies, it struggles with employee growth and faces challenges such as complex regulations and high taxes.
